Lamptron FC5V2 Fan Controller won't spin fans on system Start Up

So basically I have this operating 5 Noctua fans (x2, x2, x1), leaving the 4th channel empty. I have set it to display voltage instead of temps and it shows RPM as standard.

 

When the PC is initially powered on, the Fans won't spin up. They do however if I bump the voltage with the knob to max and then I can put them  back down to what I need them to be.

 

Is there a way to force the controller to send a 12V signal at system startup and then normalize after a few seconds or ? 

 

The fans are 4x Noctua NF-F12 2000RPM PWM and 1x Noctua NF-A14 2000RPM PWM and it does say that they need 12V to start on the spec page.

 

The other problem actually is when they go below 7V, the RPM stops being read :/ I can still see that the fan is spinning slower and all, it's just I don't know what RPM they are going at. Not sure if that's the controller being buggy or perhaps the fans not working properly or not transmitting data under 7V.

 

Any help will be appreciated.
