Hello I have a PC with a Samsung 850 Pro SSD 25gb (for operating system and files) paired with a Seagate Barracuda 1TB Hard drive (For Games) When say I do a specific task like going into a games menu to say for (eg buy a weapon). The hard drive seems to be slow to wake up to perform the task taking 7 seconds to wake up with lag occurring on screen. Is there a way to fix this issue?

Check the disc usage in task manager

 

See if anything is downloading in the backround or any antivirus shit

 

If it is 100% ways to fix this is disable windows defender

or right click the windows button and go to command run

type services.msc or mcs I forgot

find superfetch and disable it

My suggeston is as @Aytex said, check your disk usage, also check to see if your computer puts the hard drive to sleep after so long of inactivity. I doubt thats the issue but its worth a look.
