Yes, most of the time your CPU will be running full speed. Load is really what matters, and heat output.

you should not be using windows 10 task manager to look at your frequencies

windows 10 task manager is broken and reports incorrect frequencies most of the time

 

use a proper price of software like CPU-Z or hwmonitor or aida64 to find out what its ACTUALLY running at
