What PSU do you have? Just saying it can't handle it isn't helpful. Why did you listen to him? A 750W PSU wouldn't always provide 750W. You should just replace that PSU and get something like a 380 or 390 with the leftover money. What case do you have?

also, $400 is enough for a decent power supply and very good graphics card. or you could buy an SSD ( 512 ) maybe or you can keep saving for a year or so until the next best thing arrives.

i have a pc currently with these parts:

i5 4440 (stock cooler)

r9 270x dual x 4gb sapphire edition

H1 Sniper H6 (LGA1150)

An OK case... (i cheaped out on the case but im fine with it)

Western digital blue 1TB

dvd drive

etc

PSU IS 500 wat EVGA BRONZE i dont think a 980 can run on it

what can i add to it with 400 dollars, what should i sell...

I would personally invest in a higher quality PSU and upgrade to a miniITX GTX 970 (for gaming).

 

edit, did not see you had the 210 elite. In that case any GPU should work fine. The R9 390 might be an option depending on the PSU.
