My friend mentioned that there might be condensation issues with this.

It gets below 0 here in the winter and I wanted to make an outdoor watercooler for the great temps. I would obviously be using anti-freeze, and the unit would be below my computer. I would be running the loop straight to my CPU and out the case using plastic tubing and an all-copper waterblock.

 

So, is there going to be a condensation issue, and what can I do to prevent that?

yes the temperature will be lower than ambient causing condensation to form on your tubing and waterblocks

you need to use insulation on all your tubing and waterblocks, similar to how linus prepped this PC for phase change, you need to do the same for your CPU:

Well, do you know a way to start about doing that and where to look for the stuff to do that? Insulation for tubes...

it takes a ton of preparation to prevent condensation like that

 

tbh I would just buy the largest radiator possible and have it indoors
