See what is on Criaglist near you ect. Try and pull togethet a used R9 285 and like i5-2500k woth Z67 or Z77 board. 8GBs of Ram if you can find them less $30, Get a new 1TB HDD. Cheapest possible case, get a new PSU like a 400-500w SeaSonic, XFX, or EVGA B2 or a Antec HCG

Do,you have a current rig you use? If so what are the specs of it? Also... As I suggested. Go used. Possibly,see whats on Craigslist near you. Look for R9 285, R9 280, or R9 280x, i5-2500k, A decent but cheap case, compatible motherboard, Z77 or Z67 I believe. 8GBs of Ram, get windows for $20-$25 off G2A or Reddit, a new PSU ( XFX, SEAsonic. Or Antec High Current Gamer, and a HDD. Link some stuff you find for reasurance. Also as said, specs.

With his budget, he's not going to be able to afford an i5 or anything in the R9 series.

intel celeron 1007u 2Gb of ddr3 integrated graphics and a 200GB hard drive

I do not think you find the concept,of USED, i5-2500k and Z67-Z77 can go as low as $140, R9-280/x pr R9 285s go cheap. Ect...

That 260x is not worth it... Going ised will yeild a much better playing experience

You can reuse that 200GB HDD For now until you get more money, look around on Craigslist for R9 280/x or R9 285, GTX 680s, GTX 780s ect. Whatever you can find. For Ram, Just find some cheap 8GB kit. For the PSU 400+w Antec HCG, SeaSonic, or XFX. Look around on Craigslist to see if anyone near has some cheap Ram or cheap GPUs, people may have like a GPU/Case combo ect. This is just an idea.
