I got it working but goofed and disconnected before going offline

Steam will probably ban you for this, or is more likely to do so than Origin or Uplay.

 

I wouldn't do this unless you have a copy on other DRMs

I did it for black ops 3. Worked fine. I closed steam, used flyvpn, set it to Australia, open steam and then your good to go. Once my preload extracted I uninstalled flyvpn after starting the game once.

I also did this for borderlands TPS, which again, worked fine.

Steam will only ban you if you are using it to get cheaper games.

I just connected through my VPN's Auckland server and Steam says my Fallout 4 pre-load is unpacking.  I think it's working.
