Are non K skylake i5s proven yet?

Is the i5 6400 a good cpu for gaming? I was originally thinking of getting a 4460 but I made 2 of the same builds with everything Identical apart from the ram, mobo, and cpu. The difference is price is about $40 bucks CAD and parts will probably get cheaper on both sides on black friday. So, other than skylake being newer and will be around longer, can anybody give me reasons on why skylake is better or to save a few bucks and go for haswell?

Possible upgrade, better temps, ddr4, lower power consumption.

It's clocked to 2.7 Ghz so unless it's ipc is more than 17% larger or the new tools that allow for better base clock changes actually are amazing I don't see a reason to get it.
