Are there any good submersible pumps for a water cooling loop?

I want to make my system quieter.

Pump is one of loudest things.

That would depend there are some good ones out there but for a PC watercooling loop a D5 is pretty quiet, and if isolated they are close to near silent.

use a D5 and some foam tape or velcro on the mount

that will isolate the vibration

putting a pump under water is just going to transfer the sound to the resevoir

liquids and solids move sound way faster than air does

I've seen other build a foam box around some D5 units if it's the pump noise that's too much since it is cooled by the fluid it wouldn't be too much of an issue in terms of heat. If if your D5 is that photon combo unit from before I'd probably try to mount it on rubber isolators and then to a solid surface.

Yeah, i have plenty of room to isolate it

You can tack it down placing a rubber seal underneath to accomplish vibration elimination.

Oh it's in the cabinet now, try putting some foam around the cabinet walls, it's probably echoing or amplify the noise in there similar to a speaker box.

Yeah, I actually just noticed it's louder on the opposite side of the cabinet. Vibrations.

I'll add some foam and such.

After that I just need to isolate my hard drive.

Absolute silence  :D

Yeah in my system the noisiest thing is the HDD which I already isolated and put in a cover/silencer. I'm thinking or possibly suspending it in the case but maybe next time around.
