What is this cable?

That is a serial cable. The three rows is VGA.

That sounds like just a VGA cable then there are 14 pin versions where one pin isn't used or taken out:

So I found this cable. It looks like this.

but the middle pin section on the second to last pin isn't there nor is it broke, its just not there. Is it a VGA cable still?

That is a VGA cable but are you talking about a serial data cable:

It looks kinda like that like that however it still has another five row of pins below the fourth one.

VGA does look like that yes. Some of the pins even today are unused (if I remember correctly).

Last time I've seen one with a missing pin was like 10+ years ago. Just happened to have one, plugged it in and my desktop is shifted towards the side, leaving a huge black spot on the monitor.

I have plenty of them, they work fine.
