It's almost too obvious but EVO 212. Unless someone else has something that is better? I'm running the EVO 212 and it seems to live up to the hype for budget CPU coolers.

Less than $40? I really like my Bequiet! Pure Rock.

 

Although the hyper 212 evo performs the same, this one looks a hellava lot better.
