I'm having some issues with streaming (OBS)

Hello! Recently (few days ago) I bought i7 4790k, because I wanted to stream in better quality. Right now I have this PC:

► MB - MSI Z97 GAMING 3
► CPU - i7 4790k
► RAM - 2x Kingston Xyper x 4GB 1600Mhz
► GPU - MSI GeForce GTX 960
► HDD - 500GB NCQ Seogate 7200rpm
► PSU - Intertech PSU 700W

And here is The Problem: My friend has Internet with 1mbps download, so he is "perfect tester" for my streams. With these settings he says, that it lags (loads after few seconds). How could I fix this? Please help!

Screenshot encoding & video tabs pl0x.

Could also be your friend having too much bandwidth sucked up by other things.

I edited and now there is those links. What do you mean with "too much bandwidth"? I had opened Minecraft (I streamed it), OBS and Skype...

Not you, your friend. They could be getting lag from the stream because they're not able to download all the frames quick enough. Also, up your bit rate to 3500 and drop to 30 fps. Should improve performance in general quite a bit. You won't have such buttery smooth frame rates on the stream but there will be more detail in each frame.

I would advice bit opposite. 3500 bitrate is bit too much for just 720p streaming. You can get good quality by dropping bitrate to 2800.

OP doesn't need to drop the bit rate because most people have the download to stream it and the OP has the bandwidth to upload it. No reason not to.
