If I had a Core i5-4430 3.0GHz and I had a GeForce GTX 970, the PC won't be able to fully utilize the maximum capability of the GPU, right? And if so, what are my choices? Would overclocking my CPU be enough for this card or just upgrading my CPU completely? What CPU would be the best match for the GeForce GTX 970? Thanks.

That cpu is enough at stock speeds I believe. I would get an i5 4690k or i5 6600k with that GTX 970.

The 4460 can tame a 980 Ti.

It'll be just fine with the 970. But if you aren't doing Nvidia exclusive things, you should look into the R9 390.

No bottlenecks I would probably go for a 4460 but no bottlenecks here

A 4460 will be fine with even a 980ti in most cases!! It will be more than enough for a 970!
