I would do a 5k dollar build and save the rest

5k would go in testing of my plan for a fish aquarium mixed with oil cooled pc would work (with real fish)

then if yes id do that. or just a normal oil cooled pc

If he isn't old enough to go buy one, how can he own them?

If your under 18 all you need is a parents signature IF your signing a contract, unless your paying the full price of the car, 15 grand up-front, then the car is yours

either way 15k on a PC is a huge waste of money.
