So ive been having this problem for while and it is that my network utilization never goes past 1% while downloading.

In speedtests I get 5-10mbs depending on which server im testing all im getting out of the downloads is 1.5mbs.

Ive contacted Microsoft support and they say i need to pay 150$ as a subscription for Microsoft technical support to fix the issue.​​​

You probally have a gig networking adapter. If you are using 1% you are using 10mb/s the speed of your internet connection. The usage % is how much of the gig(or what ever the network link speed is). Everything is okay.

Well, for an example - steam, using 1% but download speed is 1.5mbs, and i only get that 1% rarely

I think you are confused with megabits and megabytes afaik speedtest only shows megabits and at 10mbps, 1.5 megabytes is accurate your getting the right speed if not more.

Your getting the right speed and the reason it's only 1% network utilization is because your using a Gigabit connection from your computer to router.

This is why i told you to watch the video, Internet speed is calculated in megabits, there are 8 bits in a byte so you have 10bits download that equals to 1.25 Megabytes the connection from your computer to your router is 1000 megabits so 1% of 1000= 10 which is your download speeds hence the only 1% utilization, the only way you would saturate the 1000 megabit link between your computer and router is if your internet speed was 1000 megabits or 1 Gigabit per second.

Im not very good at simplifying things so this may or may not help.

 

Your Ethernet cord is a car park capable of storing up to 1000 cars but there is only 10 cars stored in the car park (which is your Internet) so this carpark is only at 1% capacity (which is your utilization). Your Carpark (ethernet cable) is over kill for your 10 cars (Internet speed) which is why you are only utilizing 1% of the carparks (ethernet cable) capacity.

 

Now the internet speed is calculated in something different to megabytes, it's called a megabit and 8 of these make up 1 megabyte, so your internet speed is 10 megabits as you showed me in that speedtest result, which means if 8 megabits = 1 megabyte then 10 megabits would equal 1.25 megabytes so the rate you actually download a file will be 1.25 megabytes. 

 

Whatever your isp tells you the speed is or a speedtest tells you divide it by 8 and that should give you a pretty good indication of what rate you will be downloading a file at.
