Would this cause a short?

Say a foam pad on the bottom of the board, will that cause it to short?

I don't think foam is conductive, but I wouldn't try either

If you touch electonic components (conductor layers etc.) and the foam pad isn't perfectly isolated, there's indeed a chance for a short.

In most cases, no it will not cause it to short. This is why manufacturers sometimes ship electrical components in foam packaging without an ESD bag. Cardboard and Thick layers of dry paper should work too.

As long as something is non-conductive (basically, any non-metals (there are some exceptions)) then it can't short.
