the 4460 is good if you don't want to OC/are on a budget, but if money is no issue an OCing is an option then the 4690K/6600K would be the best choice IMO.

What about the rest of the hardware? We could tell you to get an Ivy Bridge based i5, Haswell based i5, or Skylake based i5, but it's meaningless if we have no idea what other hardware you have, including the motherboard.

Then you can go for the 4690. However, you may decide to overclock shortly after you do your build - and with that idea in mind, you can get the 4690K for around 204 Euros and the 4690 for 180 Euros.
