600$ Free-Sync Compatible GPU

With 600$ to spend on a Free-Sync Compatible GPU what is the best power I can get for playing high-end video games like Star Citizen, Elite Dangerous, and Rust at the highest FPS possible (up to 144)?

 

My Idea was to get 2 390 GPUs on Crossfire:

You could stick with 2 390s or you could go with a single Fury non X.

The R9 Fury seems like the best bet. Dual R9 390s would outperform it of course, though it also comes with the inconsistencies and power draw of a dual GPU setup.
