Adobe Lightroom, end of discussion!

EDIT: Adobe Lightroom is currently the most widely used photo library management and editing package, amateur and professional photographers use it alike.

As for the workflow, you can find tons of videos online explaining different workflows for managing and editing your photos in Lightroom.

You don't need Adobe CC to get access to Lightroom.

You can buy Lightroom as a stand alone package, or as part of the Photographer package which includes only Lightroom and Photoshop.

As for freeware, if you have an OSX computer the current version of OSX incorporates the features of Apple Aperture (which was comparable to Lightroom) and iPhoto into a new photo app called Photos.  It's free with the ownership of any Apple computer, depending on OSX version.

For Windows or Linux based PCs, there may be free image editing software however you will have to manually manage the organization of your photo library.

Try Picasa, it can manage a photo library but I don't know if it can be used to edit RAW.  I know it can do some edits for jpeg and other compressed image formats.

If you are just looking to organize your photos, use Picasa, it's free.  Lightroom is geared towards managing the metadata of your photos, on top of managing a library of photos automatically organizing them into folder setups you define, editing photos, RAW editor, online publishing, printing, etc.

If you are into things like graphic design, excessive use of green/white/blue screens, basically a ton of post processing that it'd almost make people question if the shot was drawn or painted or from the camera, basically things like this:

You'll DEFINITELY need to add Photoshop into your workflow. Be it as the end or as the beginning... or straight up use Photoshop.

If you don't do things like that, and take photos of things like this:

(FYI, thats not me)

Lightroom alone would suffice.

That said, I've met LOTS of photographers who take shots like the second photo and still use Photoshop and Lightroom and still have an end product similar to the second photo, albeit with corrections, color changes, so on and so forth, but nothing like the first shot.

In all honesty, if you want speed, Lightroom. You want creativity? Photoshop alone can and would suffice, with Lightroom being an alternetive.
