i7/xeon + quadro

i7 5960x and a titan x or maybe a quadro for higher bit color im assuming you dont want a $2000+ xeon cpu

Xeon E3 1231 V3 - cheaper than an i7 :P

Titan X also has poor compute power with it being GM200

not sure if he needs double precision and he is asking for the best cpu and gpu and the 5960x is more powerful than the xeon

5960X is a CPU quadro is what kind of GPU

quadro gpus are meant for professional use with their higher double precision compute, higher bit color, ecc vram and drivers designed for professionals but they are very expensive for the performance they deliver  

if you feel like you dont need those features you can go with a 980 ti
