haswell-r i5 to an haswell-r i7

i use Photoshop and premier heavily

There are no Haswell-E i5 CPUs. Do you mean Haswell-R? If so, then yes, it will help for those programs.

Which processor? 

If you already have a fancy K-Series, or even a non-k i5, it isn't really worth it.

May Our Framerates Be High And Our Temperatures Be Low.

It won't make much difference in Photoshop. Photoshop can use a lot of cores for certain tasks but it rans fine on a good quad-core.

 

In Premiere it could make a significant difference, but unless you're actually making money from your Premiere work on that machine I wouldn't bother.
