gigabyte 980 ti stays at 925mhz, maxes at 1152?

I have it overclocked +120Mhz, and it says 1272/1361 BASE/BOOST using OC GURU II.

 

But it always stays at 925mhz on idle, and according to hardware monitoring, only reaches 1152 at max. What?!

Lower clocks on idle is normal.

It downclocks when idling, just like your CPU, helps save a bit of electricity and produce less heat.
