Best small form factor CPU cooler?

I know I just posted something similar but not quite the same so don't hate :P 

but whats your suggestions on a small, quiet and better cooling than the stock intel cooler?

I don't mind all in one water cooling either. but I would prefer to keep it quiet and keep the price down. *no budget though*
