Every time I boot my PC up Norton somehow gets back on my PC. I remove it everytime. It started happening when I updated to windows 10 :/. Which was two days ago. I can't exit it unless I end it in task manager.

It's called Norton Download Manager.

get a windows 7/8 boot cd, go through task manager, and have 7zip armed and ready and delete Norton from there?

why didn't you do a clean install? All that left over garbage.

When you internet speed is 7 down and it takes 24 hours to download one game from steam a fresh install is the last thing is wanna do. I'm gonna do one soon like when I ago away for a few days to let everything download.

Sounds like it's starting on startup.

 

Open the task manager, go to the start-up tab, right click on norton download manager in there and select disable. (You can use CCleaner for that as well, with which you can actually REMOVE it instead of simply disabling it)

 

The program itself is most likely located in the hidden Program Data folder (in C drive) or in one of the folders here C:\Users\%username%\AppData  , it could also be in C:\Users\Public\Downloads.

 

 

 

Also, a fresh install doesn't mean deleting all your games. You can backup the steam folder to a different drive(be it internal or external), then format, and put them back in.
