So my friend wants to build a new PC. He came from a Q8400 processor and wants to build a new one.

Can anyone suggest which processor should he get and what mobo?

Is it better to go with a 3570k or just stick to Haswell locked processors (because I told him that overclocking Haswell makes too much heat and he might not overclock it enough)?

If you want to overclock you can get either Haswell or Ivy-Bridge both of them overclock well. If you plan on overclocking this system or if he does then get a good cooler but get something nice like a 3570K and a H100i.

Well you're not getting any sort of i5 for that budget. You'll have to go with an low end AMD CPU together with that GTX 560.

It's not wise to allocate specific budgets for individual parts. It's better to figure out your parts from the total budget as a pool to get the bets balance and value out of your money.

What's the total budget?

350$ is just the CPU budget? :/

What's the budget for the whole build? I just wasted time putting together a 350$ computer without a GPU :D

Can you just tell us the budget for everything? There's no point doing it like this, how can we pick a CPU and mobo when we don't know what the other parts will be?

He'll have an $500 budget

no need for a video card as he'll still be using his GTX 560
Also, his 500 watt coolermaster PSU
and his Corsair 8Gb RAM

so basically he just needs a new CPU, Mobo, a cooler and a case  :)

sorry guys for the confusion

3570k is better than getting a haswell one?

what do you suggest with the 560? should he buy a 7xx series or just wait for the 8xx?

haswell or ivy are fine but if he's going to upgrade parts now then upgrade more very soon just tell him to wait until he has enough for a full pc and give us all a full budget then it might be easier
