How to enable i3 4020y hardware decoding in Chrome for Youtube?

I've started using a Surface Pro 3 recently. And I've been testing out Microsoft Edge and comparing it against Chrome. One thing I noticed is that Youtube plays very smoothly in Edge while it does drop frames in Chrome. Upon closer inspection I found out when youtubing in Edge, the cpu usage is nearly 0%. Even when watching a 4K video of which Chrome drops frame really badly and cpu usage is high. This leads me to believe Edge is using some sort of hardware decoding within the i3 4020y chip to decode youtube videos. I'd like Chrome to be able to utilize that as well. Anyone knows how?

Eh, just chrome sucks when it comes to HTML5 rendering.

Edge and Chrome use HTML5 so that's out of the question.

It's more or less just the way Chrome works with HTML5.

I see... Well that's unfortunate. Guess I'll have to use both Chrome and Edge then.

I just might lol. Depends if I'm noticing the infamous battery drain with chrome.
