Best $250 GPU?

I just found out he doesn't have an SSD, so I'm just going to get a 960 for 200 and squeeze a small $50 SSD in for boot and other small programs, thanks guys!

Looking at a build for a buddy, needs a semi-powerful GPU, budget is $250, I was looking at the 960, but I was curious as if there was any way to squeeze more power out of something under 250?

r9 290 if you can if not then r9 280x

R9 380 is more powerful but on the Nvidia side the 960 is the best you can get.

But I would still go for the 960 but that's me :P

380 or 290 - better DX12 support than Nvidia supposedly and flat out better than the 960
