I use Renoise.  http://www.renoise.com

It's a tracker, so not like Fruity Loops at all really, but IMO it's easy to use, and very well-suited to electronic music.  (I don't like Fruity Loops much anyways. :P)  The demo is pretty much fully functional, so give it a try, and if you like it, the full version only costs 80 bucks.

she (popular chiptune artist, not the feminine pronoun) uses it.  http://soundcloud.com/shemusic

Renoise looks so complicated!!!!!

TBH, any digital audio workstation is going to look complicated at first glance.  You're not going to be good at it right away.  There's no easy mode for music making.

That shouldn't deter you, though.  It takes some time to get used to a DAW, but once you're comfortable, you can really start letting your ideas flourish.

So even if it's not Renoise, really take the time to get used to something.  Patience and persistence really pays off when it comes to this stuff. :)

EDIT: Here's the official Renoise beginner's tutorial if you want to get started:
