Does DirectX12 affect people with 4 core processors? because i heard that it just utilizes more cores

It affects everything that uses it.

fancy new effects and stuff but im just curious if it boosts a normal 4 core process than using dx11

DX12 is supposed to increase performance, nonetheless if you have a 2 core, 4 core, 6 core, 8 core, or 12 core machine.

also it can you HT finally my i7 3770 will beat any i5 in games :D
