Windows 7 sound distorted and underwater

Everything besides the operating system sounds, internet explorer and firefox you cant even make out what the sound is its that distorted

Have you tried multiple different Speakers/Headphones?

Try reinstalling your audio drivers.

In drivers, make sure you have the correct mode set (speakers vs headphones). Turn off all effects and processing.

 

If that still doesn't help, check that your motherboard BIOS is up to date. This can occasionally fix wacky audio issues.
