so i got an asus rampage v extreame x99 but i missplaced the manual and i have 16gb of ram witch slots do i put them in (red or black)

Different boards have different configurations. 

On my asus maximus vii formula, 1a/1b are the 1st and 3rd from the CPU.

Yes it does for the asus x99 boards. The black slots will not work until all red slots are occupied.
