possible way for free Windows 10

i need to verify something before continuing my build

 

Is it true if i follow this link, that i can get an "offical" windows 10 license free?  cuz it says on the bottom of the page that the 10159 iso is license free

if i download the file from this and put it on the USB, then install it on the new pc, for which i probably need a product key, can i use the product key of my 2 year old laptop (which is located underneath the device)? and then have a legitimate windows 10 for free on my new pc?
