I have bought 2 B-Grade products and they were both literally new.

 

The monitor I got still had the plastic on the bezels!

B-Grade just means someone bought it, didnt like it before using it (much) and sent it back. It's like new but cheaper.

How does the VAT refund work if I purchase something to be shipped from EU to US?

You could totally return it and get this quick.

It would be an upgrade but knowing my luck it'll be sold out in about 5 mins also stock cooler es no bueno.
