It's probably either overclocked, or priced wrongly

I assume you're comparing non-reference designs to the reference design? If so, non-reference designs use their own coolers, PCBs, and are clocked higher out of the box.

There is no difference between reference design 980Ti's it's just the brand that sells them. 

 

The different only comes when you're picking non reference cards, in which case you could have different clock/memory speeds, different cooler designs, different pcb's and different voltage supplies. Also some are binned to make sure that you get the best possible overclockable chips

The only difference would be clock speeds, if that. Everything else is the same.

Just how things are I guess, also depends on the country you're in for which cost more/less 

 

But in the UK you can even get good non reference coolers for less than reference >.< lol

Between the reference designs. I would assume the only differences are any possible factory overclock. Of course other differences are if you prefer one manufacturer's RMA/customer service etc.
