Problems with fx-8350/msi 970 gaming

I recently finished my first build including an fx 8350 and an msi 970 gaming motherboard. I noticed some unusual things, wich I identified as problems. I wasn't sure if they have anything to do with eachother, so I thought I'd just put them all in 1 thread.

 

First off, I noticed when I launched cpu-z that my core voltage stays around 1V, even when under load.

I also noticed that my processor tops out at 52% utilisation during stress tests like prime95 or the built in cpu burner with MSI kombuster 3, even when under load. Strange thing is, I remember it working at 100% according to windows task manager yesterday...

I think the cause is that I accidently pressed the 'oc genie' button in my BIOS, wich would have caused it to underclock automaticly.

i have the exact same motherboard and cpu- never had a problem. Have you attempted to overclock in the past and therefor changed some of the settings in the bios?

possibly, have you tried resetting the bios, as in when you boot into bios just restore it to original settings?

I started fucking around in the bios, and it's back to 100% (well, 98. Close enough ;) ). My current core voltage is 1.344V, and it somethimes rampes up to around 1.4V. Is everything ok like this

It should say restore defaults in the save and exit tab I think but can't remember?

And its back to runnich at 52% after a restart. This thing is acting really weird...

When it was back to normal, or now that it's acting weird?

I turned off amd cool 'n quiet, and it seems to be working like it should (1.360V, 100% max utilisation).

What temps?

Now that's it's working properly while idle in bios:

 

cpu: 36C

motherboard: 38C

 

While it was acting weird:

 

cpu: around 26C

motherboard: around 30C

so thermal throttling is ruled out, what OS? and what RAM? 

I'm running Windows 10 build 10074, with 16 gigs(2x8) of ddr3-1866 hyperX fury ram.

 

When I rebooted, it went back to topping out at 52%. I started fucking around in the bios for the 100th time, and now it's working properly again.

 

-EDIT- What I changed: I turned off c6 core state

exactly the same CPU RAM and motherboard as mine! good choice haha well seems like it was the cool n quiet feature then, glad its all sorted out

I wouldn't like my CPU to run full blast all the time (in terms of frequency) when it's not needed by disabling C&Q. If a BIOS update could fix it all without having to turn it off, why not try?

it's not all the time he was running a stress test to test the cpu and it wouldnt fully clock- but that's what cool and quiet does
