Pretty sure that would make your friend connect to their own computer instead of yours. They should be able to connect to your computer with your local ip, but depending on the application you might have to use the port too.

No. That IP will only work if you're hosting in the same pc you're using.

EDIT: but as @QueenDemetria said, if he uses your IP (192.168.0.100) it'll work

This is a signature.

If you are on the same LAN yes you should be fine. Just make sure the other host on the lan is trying to connect to your local IP and not the loopback address. If you are on a windows machine just make sure your network settings are set to a private (home) network. If it is set as a public network windows will automatically reject any unsolicited incoming requests. However on a private network windows will allow any requests coming from the same subnet.

Fun fact, anything in the 127.0.0.0/8 range is a local loopback address and can be used to test the health of your TCP/IP stack. That is anything from 127.0.0.0 to 127.255.255.254. Most programs also understand the word "localhost" to mean any address in the 127.0.0.0/8 range, although even that is kind of redundant.

technically you should not be referring to 127.0.0.1, use the word localhost.

Localhost is just an entry in the /etc/hosts (or c:\windows\system32\drivers\etc\hosts) file that points the "localhost" keyword back to 127.0.0.1 (by default).

127.0.0.1 = localhost

You can use the IP "localhost" or "127.0.0.1" (assuming you're hosting the server on the PC you're playing it on) when you have to enter the IP in. Your friend will have to enter 192.168.0.100.

Actually anything in 172.0.0.0/8 is loopback, and as wombo said, you can ping it to test your TCP/IP stack on the OS, but it doesn't do anything but that. Which is why it is easier to refer to it as localhost.
