Well, if you're downloading movies illegally then you shouldn't be and that's probably enforcably against the law.

I'm a foreigner living in Hong Kong. We have internet rules but they're like the US and barely enforced. I download a lot of movies online and well basically, there is no Chinese cyber police coming to get you. Hong Kong has it's own government and none of China's great firewalls.

Why? No rule breaking going on here. All we know (for sure) is he is downloading movies in Hong Kong. Nothing wrong with that.

Not in Hong Kong.  Hong Kong is exempt from the majority of Chinese influences, as they've their own government.  Same for Macau and Taiwan.

As for the OP:  Don't worry.  Hong Kong is effectively just like the U.S. in terms of what you can and can't search on the internet, but with significantly more authentic food and blazing fast internet that makes most people weep.  So, don't worry.  Same for if you are in Taiwan or Macau.  Though anywhere else and you will have slowed down speeds, block sites, etcetera.
