We can't Benchmark like we used to, but we have our ways. One trick is to shove more GPUs in your computer. Like the time I needed to NV-Link, because I needed a higher HeavenBench score, so I did an SLI, which is what they called NV-Link back in the day. So, I decided to put two GPUs in my computer, which was the style at the time. Now, to add another GPU to your computer, costs a new PSU. Now in those days PSUs said OCZ on them, "Gimme 750W OCZs for an SLI" you'd say. Now where were we? Oh yeah, the important thing was that I had two GPUs in my rig, which was the style at the time! They didn't have RGB PSUs at the time, because of the war. The only thing you could get was those big green ones.

Go with 32gb of ram because mc servers need a lot of it. Maybe go with an i54690k, a ws mobo for that 24/7 reliability. And 2 1tb ssds.

for what you need it might be best to simply build a server machine,

a workstation MB, best CPU you can afford, shit loads of RAM no vidcard and a meh case.

get yourself two or four SSDs and run in raid 1 or 10.

Or go with a more sensible system for a server. You can get 6 core Xeon's on the cheap these days with a SuperMicro board.

But, if a server is as big as OP said, I doubt his upload speed would suffice.

Microsoft Azure.

A6 Linux Virtual = ~$330AUD

A6 Windows Virtual = ~$450

Sorry but there are few providers that offer your minimum specs, and even less that will cost in your price range.

Otherwise look at a physical box and just put it on a lease for 150 a month.

In reality, your price point is too low for a quality box with the specs you're asking. Especially when you're going to want RAID and some hefty SSDs in there.
