WD Black or Seagate Barracuda.

 

WD Black is faster, more expensive, louder, and comes with a 5 year warranty I believe.

$50? Depends what you're looking for really.

 

Large files (sequential R/W) performance: Barracuda

Small files (4k R/W), closer to real life loads imo: WD Blue

Price/GB: Hitachi Deskstar 7k1000 

 

Depends what you're using it for really. If speed is a must then I'd recommend the WD Blue (or a black if they're within the budget), if you aren't too concerned about speed then I'd recommend the Deskstar or the Ultrastar for a little bit more. Why's there no recommendation for the barracuda? Don't worry I'm not going to scream about failure rates, it's just I wont recommend something unless I'd be prepared to buy it myself.

As @TheMcSame pointed out, it really depends on what you are looking for in a drive and what it's usage will be. 
From the WD consumer line I could suggest checking out WD Blue, WD Black and WD Green:
