I believe that the debug LED reading is giving your CPU temperature reading at the moment.

But on my manual it says that it will rise to 99 which then it will prompt me to the bios. It is now 64.

What motherboard do you have?

I guess wait till it hits 99. I just read the motherboard manual.

It currently stuck between 63-64 for the past 20 min.

That's a late CPU initialization. Do you have another CPU that will fit in that socket by any chance?
