Which intel core i5 or i7 would be best in a gaming/video editing rig and why?  And since I am relatively new to picking CPUs it would be awesome if you listed as many specific reasons/specs that influence your decision as you can (I only know a bit of the terminology used in spec listings).

Well, the best CPU for gaming would be something like a 4690(K) because it's the current sweet spot. Most games don't utilize more than four threads as of this time and spending nearly an extra 100USD on a 4790(K) for gaming exclusively wouldn't be worth it. However if you're doing things like video editing and Photoshopping, the extra ~100USD becomes more worth it. Your budget is also an important aspect to consider.

Video editing...what scale of video editing? Just a basic Frankenstein job, or some serious stuff?

If the Frankenstein thing, then you won't realistically need more than an i5. However, more than likely it's possible you'll benefit from an i7 on the basis that it has hyperthreading to keep the work flow going, and the fact they start from four cores and go up to eight, making them pretty much perfect.

But...what's your budget? That's the key thing. Can you afford more than an i5 4690K and plunge for the i7 4790K?

I'm mostly planning ahead because video editing sounds interesting so I want something that would allow me to get into mid ranged editing.  Nothing too serious but not Frankenstein.  And I'm thinking $300-$400 but I'd rather not  spend $400.

I'm going for around $300-$400 but I'd rather not spend $400

A quick Google search showed up with the i7 4790K on Newegg for $339.99, with the i5 4690K showing up as $239.99.

Prices will vary according to the vendor, of course; this is just Newegg.

Pick your poison, I guess.

But is it worth taking a look at the 5th generation?  Or can I get everything I need from a 4th generation and for a lower price?  (and I'm predicting that I'm going to have a hard time picking between all the different versions of the 4th gen i5 and i7 as I did while looking at the 5th generations) (Is there even a substantial difference between two CPUs when their name is the same except for the last 3 numbers?)

I would suggest you go with a Xeon 1231 v3. Costs the same as the the i5, but the performance is equal to an i7

It would depend on your budget. No point in us saying that a $800 CPU would be best if you only want to spend $250

No. Stick to Haswell/Devil's Canyon. Broadwell isn't worth it.

The New Machine: Intel 11700K / Strix Z590-A WIFI II / Patriot Viper Steel 4400MHz 2x8GB / Gigabyte RTX 3080 Gaming OC w/ Bykski WB / x4 1TB SSDs (x2 M.2, x2 2.5) / Corsair 5000D Airflow White / EVGA G6 1000W / Custom Loop CPU & GPU

The Rainbow X58: i7 975 Extreme Edition @4.2GHz, Asus Sabertooth X58, 6x2GB Mushkin Redline DDR3-1600 @2000MHz, SP 256GB Gen3 M.2 w/ Sabrent M.2 to PCI-E, Inno3D GTX 580 x2 SLI w/ Heatkiller waterblocks, Custom loop in NZXT Phantom White, Corsair XR7 360 rad hanging off the rear end, 360 slim rad up top. RGB everywhere.
