after about 15 minutes of constant playing at 70-100 fps on normal settings i start to get lag spikes. Usually happens when i crash hard, or drive fast. I have all the latest drivers, not sure what the issue is? I don't think its my graphics card, but i could be wrong. What do you think?

Intel Core i5 4440 @ 3.1GHz

Playing on an HDD i assume ?
Turned off extended shadow scaling and draw distance and high res shadows ?

Sounds like either your CPU or GPU is overheating, causing it to underclock to keep cool. Use a temperature monitoring software like SpeedFan to make sure your parts aren't overheating. 

 

Another possibility is that your VRAM is maxed out and the game is stuttering because it is pulling from system memory.

There's actually a patch issue

According to this the 1.28 patch caused performance to drop by a considerable amount

How do i check the vram thing? That could be it Not the tempatures though. They are pretty cool.
