If i say that i complete a course on a coding language on e.g CodeCademy. Can i say that i know that coding language? I know that there is a difference between knowing a language and knowing how to implement it and actually using it. But now strictly focusing on the language. Can you state that?

No.

Many tutorials are just about copying and you still would not know how to dynamically implement pieces of it into other projects.

But lets say i´ve learned so i know all the courses elements just from mind.

Well, it really depends on what exactly you mean.

Do you mean your are very knowledged in a language or are you just saying you understand the basics? That makes quite a big difference

My question is if i finish the e.g html&css course and i learned everything represented to me. Is there some parts they are leaving out thus making me not fully know the language.

Well HTML and CSS are constantly changing web languages, that are very vast and contain a lot of stuff.

Now I have never done one of these classes, so I don't know how long or in depth they are. I just can't imagine them being so in depth that they learn everything..

But if you feel like you learned enough so you can code a website (at least the html and css part) you could say you know the language.
