Is my cpu too hot?

Ok here are my specs,

 

i3 4170 

intel stock cooler

msi h81m pro vd

xfx xtr 550 

asus r9 270

nzxt source 210 elite (with only one fan)

 

My cpu at 5% load is at 35-40C. At 30% load, (chrome and antivirus scanning) it is at 50C, and at 60% (Fifa 15) it gets up to around 70C. The cpu is only supposed to get to 72C. While installing I briefly removed and replaced the heatsink before the thermal paste was dry - would this be the problem? or are these temps to be expected on stock cooling? Should I just replace thermal paste?

any help would be appreciated.

Also only one fan spins. The other is connected to a molex adaptor and does not spin. Any ideas why?

I think the CPU should remain cooler than that at those loads. Is the cooler properly installed?

how does this help me?

Make sure there is enough thermal paste and it is not crooked

Just keeping this here as a Ok here are my specs,

 

i3 4170 

intel stock cooler

msi h81m pro vd

xfx xtr 550 

asus r9 270

nzxt source 210 elite (with only one fan)

 

My cpu at 5% load is at 35-40C. At 30% load, (chrome and antivirus scanning) it is at 50C, and at 60% (Fifa 15) it gets up to around 70C. The cpu is only supposed to get to 72C. While installing I briefly removed and replaced the heatsink before the thermal paste was dry - would this be the problem? or are these temps to be expected on stock cooling? Should I just replace thermal paste?

any help would be appreciated.

Also only one fan spins. The other is connected to a molex adaptor and does not spin. Any ideas why?

 

One fan in your case + a stock cooler isn't going to cool very well, especially if its already hot in your room.  When was the last time you cleaned the dust out of the cooler?
