Only the low end cards r7 240/250 etc also dont buy an APU if you have a dedicated GPU

You cant crossfire it.  Although the 6990 is already a dual GPU card.

Please spend as much time writing your question, as you want me to spend responding to it.  Take some time, and explain your issue, please!

No only r7 240 and 250 and it's pretty pointless to install a 6990 it will bottleneck.

Sadly you can't crossfire the APU with the 6990 and probably the drivers would be quite a nightmare with an APU + 6990 i can only guess.

you'd be probably better off waiting a little more and getting an i5.

the AMD apus can ONLY crossfire with graphics cards that use DDR3 or GDDR3 RAM. If the graphics card uses GDDR4 or GDDR5 then it will not be able to CF. That is the deciding factor, that and drivers.

The cpu with that gpu, yes apu's aren't that fast.

Age old question.

Is my 8350 bottlenecking my 6990?

A lot of people will say no but in some titles it will, it even bottlenecked my old HD7850 2gb by a bit.

Do all the "cores" have to be on 100% usage, before it's a bottleneck?
