amd athlon 64 x2 dual core 4400+ 2.31GHz, gtx 750ti, 2gb ram

Streaming is going to be hard on that CPU. Try lowering your x264 preset to a faster setting, or use the NVENC encoder on your Nvidia graphics card to lighten the CPU load

thats probably a bit low

thats only 1mb

try 1800-2000

He has a dual-core Athlon, don't tell him to increase his bitrate! 1mbps up is enough for 720/30fps and he's doing like 480/25fps. He needs to lower his bitrate to help out his CPU as much as possible

what should i lowwer it to?

I'd do like 700-800. If your bitrate is too low (And OBS doesn't say "high CPU encoding") you will drop frames, try to get it as low as possible without dropping any frames

except he's using NEVC encoding off his GPU, not his CPU. Even with such a weak CPU it should have little impact with his encoding method.

His CPU still has to stream the information to whatever streaming service he uses, the NVENC just encodes the video

well what he really should be doing is just encoding the video and then uploading it afterwards
