For a dual-core Athlon paint is probably tough. He also has to play whatever he's playing which puts load on the CPU. Have you ever had a dual-core Athlon? It's not fun to use

well what he really should be doing is just encoding the video and then uploading it afterwards

that ruins the glory of livestreaming :)

i have gone down to a max bitrate of 64 and i still got the high encoding warning

its just telling you that it needs more bitrate

not less

Your cpu isn't strong enough to stream and game at the same time.  Buy a better cpu.

ive done it the past week just i havent since 2 days ago and now today i am getting the warning. i think obs got a update because some stuff looks different

I've been using OBS for a long time and I haven't noticed any changes recently.  Which version are you using? Windows, OSX, Linux, and if windows are you using the Original or the Multi-Platform version?  Have you been streaming with a different game?  You may have been fine streaming games before, but if you recently switched to a more cpu intensive game then it will struggle.

Open task manager and watch your cpu utilization.  Check other processes that are utilizing the CPU, and if you can close any of them.  If not then there is nothing you can do but get a better cpu.

OBS is probably the best way of streaming.

When you launched what?  Task manager?  That is because your cpu is hitting 100% usage and has to take cpu time away from OBS to open task manager.  Like I said, you probably need a better cpu.

when i was streaming minecraft i was running at like 20fps and i usually get between 100 and 200 when i stream

Streaming or recording?  Streaming is going to put a much heavier load on your computer than recording.  Also if you could take some screenshots of your Encoding, Video, and Advanced settings and upload them to imgur I can take a look.
