New PC: How to minimize costs?

It would be nice if I didn't have to buy a DVD drive, an OS, and other crap, but hey, what can you do.

I need an OS for my new build so that I can reach a <$700 budget gaming pc. I have a USB stick, but where I download OS's, how do I load them into the stick, and will a new computer's bios be able to detect a USB with U3 on it?

 

Oh, and here's muh build if anyone's wondering...

 

i5-4460

AsRock h81m-itx (didn't plan on overclocking)

g skill sniper 8 gb ddr3 1600

cm storm devastator bundle blue (30 off my budget)

evga 500-kr

seagate barracuda 500gb (I don't play THAT many games)

sapphire r7 265

dvi-d to hdmi cable (any moot brands?)

bitfenix neos black

 

I also planned on buying an IKEA MICKE for $50 but found a good table for free instead.

The only thing you need is a copy of Windows 8.1. If you're tight on money, G2A and Reddit Software Swap have cheap keys. An alernative route is to get Ubuntu (Linux).

Have you tried downloading the windows 10 preview? It's free for now and some sites say that it might give it to you for free if you install it and connect it to a Microsoft account.

Change it to USD at the top. Also Reddit is a great place to get Windows keys.
