MSI R9 280X fan problem?

Yeap probably a faulty card

Nah after I typed this, I opened up the case and looked inside, One of the SATA cables was touching the blades of the fan and was preventing it from spinning. I moved the SATA cable away, and it is working just fine :D Thank you either way for your answer.

So I got MSI R9 280X Gaming Edition a couple days back, and I saw that one of the fans are not spinning. The fan closer to the GPU core is spinning alright, but the other is not spinning at all. I know in low temps, they are supposed to stop and all, but even if I put load on my card, the second fan does not spin. Am I looking at a faulty card?
