I just have a quick, general question about overclocking. Whenever I see someone say that they OC'ed their 4790K for example, to 4.8GHZ, normally, do they mean that all the cores are running at 4.8 without turbo or is it 4.8 at max turbo frequency? Just wanted to know. Thanks.

They're running at 4.8GHz on all cores unless otherwise stated.

Usually it means that all cores are running at 4.8GHz.

Most overclocking disables turbo so the CPU stays at what they have it overclocked to

so is it possible to have the "4.8ghz" but then have one core boost up to like 5 or 5.1 or something like that?

Some motherboards allow for per core overclocking like ASUS boards which overclock through "turboing."
